COMMUNITY CONDUCT & ENFORCEMENT

We don’t decide by “Who,” We decide by “Conduct.”
HSFGR exists to protect animals, youth, members, and the integrity of registry records and titles. Membership and privileges may be denied, limited, suspended, or revoked when conduct seriously violates our standards.
HSFGR may take action for behavior including (not limited to):

harassment, bullying, or intimidation (in person or online)

threats or aggressive behavior

doxxing or sharing private information
-
sustained disruptive behavior or retaliation
-
fraud, misrepresentation, falsified documents, or tampering with identification
-
serious animal welfare concerns
How decisions are made
HSFGR aims to be fair, consistent, and proportional. When deciding outcomes, we may consider:

severity and impact
-
intent (mistake vs reckless vs deliberate)

safety concerns (animals, youth, members)

history of prior warnings
-
willingness to correct behavior and cooperate
Enforcement Levels (The “Ladder”)

Level 1 — Educational Notice / Warning

Level 2 — Temporary suspension of specific privileges (showing, hosting, judging/inspecting, certain services)

Level 3 — Loss of titles or show privileges (when misrepresentation or fraud is involved)

Level 4 — Membership suspension or revocation

Level 5 — Permanent ban
Emergency Measures
If there’s credible risk (animal welfare, threats, harassment, safety), HSFGR may impose temporary restrictions while reviewing the matter.
Authority & Records
The Registry Director holds final authority for disciplinary decisions and may consult the Board/Advisory Council. Decisions are documented in administrative records. Disciplinary matters may be kept confidential except where required by law or safety.
